Pat Thurston: Bay Area filmmakers discuss new movie "Town Destroyer"
1231

 Director: Alan Snitow, Deborah Kaufman

Is art’s role to provoke or placate? What happens when it no longer reflects current societal views? These questions and many more were the subject of hot debate when Victor Arnautoff’s thirteen-panel mural “The Life of Washington” became an object of local controversy, then a media firestorm. On display since San Francisco’s George Washington High School opened in 1936, it offers a view of the Founding Father both celebratory and critical, referencing his involvements in slavery and Native American genocide. (The Iroquois dubbed him “Town Destroyer.”) But some present-day students, parents, and observers found those depictions racially offensive, calling for the work to be removed or destroyed. Would doing so be a “redaction of history,” “identity politics gone off the rails”—or a justified blow to a lingering American “colonized mentality” as well as ongoing “traumatization” of young minds? Longtime Bay Area documentarians Alan Snitow and Deborah Kaufman interview historians, artists, activists, and GWHS students to probe a fascinating microcosm of today’s culture wars. —Dennis Harvey

Pat Thurston: SF Supervisor Matt Dorsey on critical issues impacting San Francisco
2096

San Francisco lawmakers and health leaders say they’re open to “safe supply,” a controversial drug policy that provides regulated access to narcotics.

The first public indication came at a Board of Supervisors hearing on Thursday, when Department of Public Health behavioral health director Hillary Kunins said that the city is looking to broaden access to medically assisted treatment for people suffering from drug dependency. Kunins pointed to Canada and Switzerland, which offer prescription opioids—including heroin and fentanyl—in an effort to stabilize the drug supply and destigmatize drug use.

The health department is looking to the federal government to change laws around the practice, said Kunins.

“In other countries like Canada, like Switzerland, there’s a wider range of medications that are actually from the opioid class that have been found to reduce a person’s use of illicit opioids and to reduce the risk of overdose,” Kunins said on Thursday.

The practice is illegal federally in the U.S. But in subsequent interviews with The Standard, local legislators said they were open to the idea of “safe supply.”

State Senator Scott Wiener, who authored safe consumption legislation recently vetoed by Governor Gavin Newsom, told The Standard that he would support a “well run” safe supply program as long as it’s paired with strong access to treatment.

“We know the goal is to try to get people to use less or to stop entirely,” Wiener said. “I think if it’s done well [safe supply] can be very helpful in keeping people healthy and reducing drug dealing.”

Withdrawal medications such as buprenorphine and methadone are already legal in the U.S. when prescribed for opioid addiction, and advocates on both sides of the drug policy debate have come out in support of utilizing medication-assisted treatment. But the idea of government-regulated narcotics in San Francisco has its critics.

Pat Thurston: What we know, and don’t know, about the shooting at Oakland's Rudsdale High School
2147

Oakland city officials and school district leaders held a press conference on Thursday morning to answer questions about a school shooting in the East Oakland hills on Wednesday afternoon that injured six people—including two who sustained critical injuries—and sent shockwaves throughout the city and Oakland’s school community.

A number of questions remain about the shooting, including how many shooters there were, their motivations for the attack, and the exact identities of the victims.

But important details emerged that help to paint a picture of the tragedy, some gleaned from surveillance video now being reviewed by the Oakland Police Department.

The schools and campus

The shooting occurred around 12:45 p.m. on Wednesday at the Rudsdale High School building on the King Estates campus, which houses three schools: Rudsdale, Sojourner Truth Independent Study, and BayTech charter school, a 6th-to-12th grade school.

Rudsdale is an alternative school that serves newcomer students who have recently immigrated to the U.S. and older students who are at risk of not graduating from traditional high schools.

The Rudsdale campus will be closed indefinitely until the damages from the shooting are repaired, OUSD spokesman John Sasaki said.

More information about the victims

Police believe the shooters came to the campus to target a specific person or people, but that the six victims were not the intended targets.

All of the victims were 18 or older, confirmed Oakland Police Department Chief LeRonne Armstrong. They included two students, one counselor, a security guard, and two others who worked at the school. Police did not divulge the victims’ ages. By Thursday morning, three victims had been released from the hospital. Two are still in serious condition, and one is in stable condition.

Pat Thurston: Rep. John Garamendi on "Ferry Service Expansion Act"
1236

WASHINGTON, D.C.—Today, Congressman John Garamendi (D-CA) and U.S. Senator Patty Murray (D-WA) introduced the bipartisan “Ferry Service Expansion Act” with Representatives Rick Larsen (D-WA02), Aumua Amata Coleman Radewagen (R-AS), Albio Sires (D-NJ08), Alan S. Lowenthal (D-CA42), Gregorio Kilili Camacho Sablan (D-MP), Barbara Lee (D-CA13), Jared Huffman (D-CA02), James R. Langevin (D-RI02), Eric Swalwell (D-CA15), Derek Kilmer (D-WA06), Suzan K. DelBene (D-WA01), and Julia Brownley (CA-26) as original cosponsors. Congressman Garamendi is a senior member of the House Committee on Transportation and Infrastructure. Senator Murray is the Assistant Democratic Leader of the Senate Democratic Caucus and sponsored landmark ferry legislation in the 112th, 111th, 109th, and 108th Congresses.

“With rising sea levels due to man-made climate change and increasing congestion on our bridges, I strongly support expanding ferry service across the Bay Area. I am thrilled to partner with Senator Murray from Washington State on this much-needed legislation to improve ferry service for commuters and visitors alike. Our ‘Ferry Service Expansion Act’ would provide more federal funding to help retrofit diesel WETA ferries to reduce emissions and eventually replace the entire Bay Area fleet with zero-emission ferries built by skilled American workers,” said Congressman Garamendi.

Specifically, the “Ferry Service Expansion Act” would:

  • Increase funding for both the Federal Highway Administration’s formula and the Federal Transit Administration’s competitive grant programs to the levels requested by the Public Ferry Coalition.
  • Provide $640 million total from fiscal years 2023 to 2026 in formula grants from the Federal Highway Administration’s Ferry Boats and Ferry Terminal Facilities Formula Program, a $180 million increase over current law.
  • Provide $450 million total from fiscal years 2023 to 2026 in competitive grant programs from the Federal Transit Administration’s Passenger Ferry Grant Program, a $300 million increase over current law.
  • Provide a one-time $1.25 billion investment in federal transit funding for passenger ferries serving urbanized areas like San Francisco-Oakland and Seattle.
  • Allow States to use their federal Surface Transportation Block Grant (STBG) for hovercraft ferry projects. Under current law, only “watercraft” ferry projects are available, not hovercrafts performing the exact same overwater transit service. In December 2020, the Bay Area Council released a feasibility study for employing hovercraft to provide ferry service in the South Bay.
  • Make all Census Bureau-designated rural areas nationwide eligible for Ferry Service for Rural Communities Program established under 2021 Bipartisan Infrastructure Law (Public Law 117–58).
  • Make the 85% federal cost share permanent for the replacement or retrofit of diesel-powered ferries that substantially reduce emissions. Under current law, this more generous federal cost share will end after fiscal year 2025. Normal cost share if 80% for toll roads, bridge, tunnels, and ferry projects.
  • Apply “Buy American” and Davis-Bacon prevailing wage requirements to the two newly authorized ferry grant programs established under the 2021 Bipartisan Infrastructure Law.
  • Make privately operated passenger ferries eligible to register Capital Construction Funds with the Maritime Administration (MARAD), which allow vessel operators to forgo paying federal business taxes on such vessels provided all that forgone tax payment is reinvested in constructing new US-flagged vessels in American shipyards. Under current law, only cargo vessels and commercial fishing boats are eligible for this special tax exemption.

National Endorsements: Public Ferry Coalition; Marine Engineers’ Beneficial Association; International Organization of Masters, Mates & Pilots; Maritime Institute for Research and Industrial Development (MIRAID); Passenger Vessel Association

Regional Endorsements: San Francisco Bay Area Water Emergency Transportation Authority; Inlandboatmen’s Union of the Pacific; Red and White Fleet – San Francisco Cruises; Delaware River & Bay Authority; Washington State Ferries; (San Francisco) Bay Area Council

Pat Thurston: San José Mayor Liccardo urges PG&E to fix faulty equipment
827

In response to recent power outages for more than 30,000 households and two San Jose hospitals, San José Mayor Sam Liccardo proposed that if PG&E does not present a plan for immediate replacement or repair of the company’s failing infrastructure, the City seek a court injunction or Public Utility Commission (PUC) order mandating PG&E to do so.

“I have deep concerns about the safety of our residents and the viability of San José small businesses struggling against ongoing failures of a power grid hampered by poor maintenance and outdated equipment,” said Liccardo. “The march of climate change will continue, but other California cities subjected to far worse heat do not suffer the rate of power outages as the City of San José.   Our residents’ health and safety depend on a reliable grid, and PG&E has an obligation to provide that to San José ratepayers.”

In a frustrating and menacing replay of August 2020, fears of heat-induced rolling blackouts resulting from insufficient load capacity statewide did not materialize this week, but nearly 100,000 San José residents were left in the dark anyway.    That is, San José residents suffered from the failure of PG & E’s local distribution infrastructure—primarily blown transformers.   These failures shut down power to more than 30,000 households.   Three hospitals-- Valley Medical Center, Regional, and O’Connor--lacked without power for several hours, and failures of backup generators at Valley Med caused a loss of air conditioning, lighting equipment, and computer access.

In some East San José neighborhoods—such in the retail area around Tully and King—residents reported that the power outages also took down cellular networks operated by AT&T, rendering cellular customers helpless to make a phone call or send a text to seek assistance.

Liccardo continued,  “This is unacceptable.   We need to better understand why these failures disproportionately afflict PG&E’s operations in San José.  More importantly, and we need to get them fixed—whether PG&E does so voluntarily, or under judicial or regulatory mandate.  We can no longer merely hope that PG&E will live up to its obligation to San José ratepayers to do so. “

Pat Thurston: Bill Barr slams Trump's special master request as 'red herring'
359

The legal fight between former President Donald Trump and the Department of Justice escalated Friday morning when the DOJ released a detailed inventory of the documents seized in last month's Mar-a-Lago raid.

The inventory list comes following an order from Florida Federal Judge Aileen M. Cannon, who is deciding whether to appoint a "special master" to the case.

On "America Reports" Friday, former Attorney General Bill Barr criticized Trump's push for a "special master" as a distraction from the details of the case and argued it is not likely to be granted.

WESTERN HEAT DOME: DEALING WITH THE EXTREME HEAT

ALEX STONE, ABC NEWS CORRESPONDENT, LOS ANGELES @astoneabcnews

The Western U.S. is in the grips of an extended heat wave with temperatures today in many areas in the 110 degree range.  It will get even hotter through Sunday before slowly dropping again.  But temperatures are expected to stay above 100 degrees in many areas through next Wednesday.  Governor Gavin Newsom is addressing the state today on the response to what could end up being a heat emergency.  The state is warning energy conservation measures will probably be ordered to prevent blackouts.  Flex Alerts, as they are called, would call on Californians to turn up their thermostats and to not run appliances from 4 to 9pm to reduce demand on the electrical grid.  Cooling enters are opening and schools are getting creative to help students -- especially in older schools that don’t have air conditioning.

Pat Thurston: Tom Chittum on illegal machine gun conversion devices
1233

Pat welcomes Tom Chittum, VP of Analytics & Forensic Services at ShotSpotter who has nearly 27 years of experience in federal law enforcement. Prior to joining ShotSpotter, Tom was an Associate Deputy Director at Alcohol Tobacco and Firearms (ATF). Below are excerpts from his blog which can be found at Ways to Reduce Gun Violence in a Machine Gun Era - ShotSpotter

In 2019, agents from the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) and the Department of Homeland Security began recovering illegal machine gun conversion devices imported from China. Soon, they would also be printed on 3D printers.

Under the NFA, the devices themselves—small, innocuous-looking, inexpensive, easy-to-install switches—are illegal, even when not installed on a firearm. However, when installed, they convert a semi-automatic pistol into an illegal, fully automatic machine gun capable of firing dozens of rounds in just a few seconds.

The threat these illegal machine guns pose is real. They have been used to murder police and have also shown up in mass shootings.

STUNNING ALLEGATIONS ROCK ONE OF THE WORLD'S MOST ELITE MILITARY UNITS

ANDY FIELD, ABC NEWS CORRESPONDENT, WASHINGTON  @andyfielddc

A New York Times report has found a dangerous, and sometimes deadly, training culture with some candidates using performance-enhancing drugs to get an edge. Basic Underwater Demolition/SEAL, or BUD/S for short, is notorious for having one of the highest rates of failure in the US military, a grueling mental and physical ordeal that only the most resilient enrollees can withstand -- only 15-30% of recruits who start the program will complete it.  The program has attracted controversy for recent deaths, and the discovery that recruits were using performance-enhancing drugs to face the challenges of SEAL training.  In February, one recruit died and another was hospitalized after Hell Week. US Navy Seaman Kyle Mullen died February 4, and his death was officially listed as bacterial pneumonia — he had been coughing up blood for days, the Times reported.  When the Navy gathered Seaman Mullen’s belongings, they discovered syringes and performance enhancing drugs in his car. The captain in charge of BUD/S immediately ordered an investigation, and soon about 40 candidates had either tested positive or had admitted using steroids or other drugs in violation of Navy regulations.
